How to lock pod to prevent new account creations?

I did build my pod as “production” right away but I am doing it on a small desktop machine till I can get it configured the way I want and then will move it to a tower with more disk space when I am ready. Is there a way to make my pod still online for testing but not allow someone to create an account and start posting?
